Objectives
Net Zero emissions by 2050 and promoting Green Growth, the transformation of Tang Loong IP into an EIP is essential to improve IP management efficiency and promote RECP and industrial symbiosis. The Lao Cai Provincial People’s Committee has directed the development of the transformation project proposal for the period from 10th January to 31st December 2025, as a basis for future implementation.
VNCPC serves as the consulting unit responsible for developing the proposal in accordance with the criteria stipulated in Decree No. 35/2022/ND-CP and Circular No. 05/2025/TT-BKHDT for providing a foundation for the Lao Cai Provincial People’s Committee to issue an implementation plan and roadmap for the subsequent transformation phase.
Activities
Main activities:
- Conduct on-site surveys, collect and analyze data to comprehensively assess the current status of Tang Loong IP to identify gaps against EIP criteria and determine opportunities for transformation in line with the industrial characteristics of the park;
- Research and propose transformation solutions, including: improving planning and land-use structure; enhancing RECP; developing industrial symbiosis and industrial-urban symbiosis models; and establishing monitoring tools, management mechanisms, and coordination frameworks to ensure the sustainable maintenance and development of the EIP model structured in accordance with a standard proposal framework;
- Organize consultations and workshops to gather feedback from stakeholders; finalize the proposal and submit it to the host institution for further appraisal, approval, and implementation steps.
Results Achieved:
Completed the project proposal report, which has been officially accepted, with the following key contents:
- Overview of Tang Loong IP and the challenges related to the establishment and development of an EIP;
- Overview of the EIP model;
- Proposed land-use structure to meet the criteria for establishing an EIP;
- Proposed solutions for resource efficiency and the application of cleaner production;
- Proposed the development of an industrial symbiosis network within Tang Loong IP;
- Proposed the establishment and development of industrial-urban symbiosis;
- Proposed tools for monitoring, control, and compliance with current regulations and standards; and
- Proposed management activities to maintain and sustain the EIP model.
